In the last period of time, the interest for preventing and treating renal diseases has increased. Both the authorities and doctors and nongovernmental organization from this field make great efforts to raise the domain under consideration at a higher level, improve the legislative frame in this context, as well as raising the society’s awareness regarding the aspects connected with the renal diseases.

Recently, the Parliament adopted in the second reading and the final one the Law regarding the transplant of organs, tissues and human cells. This important document fixes the conditions in which the donation and transplant of organs, tissues and cells will be performed.

WHAT DOES THE LAW ON TRANSPLANT MEAN?

The document has been worked out for a long time, in common with the international experts and finally, Moldova can be proud of a law compared to the ones in effect in European developed countries. The law removes the barriers which existed in front of doctors and patients and open new perspectives in treating several diseases.

The document says that an Agency of Transplant will be created in Moldova, which will subordinated directly to the Ministry of Health Care an which will implement the policies and national programs of transplant of organs, tissues and human cells. The agency will watch over all the activities of transplant at a national level.

The assay, conservation and transplant of organs will be performed only by medical institutions which will be authorized by the Ministry, at the proposal of the Agency, on the basis of some criteria which will be approved by the Government.

The law permits the assay of organs, tissues and cells from bodies, on condition that before dying, the person will give her approval in written form for that. At the same time, it will be permitted to assay organs from bodies, if their relatives will give their approval. If at least one of the relatives is against or the person before dying will declare she is against giving its organs, tissues and cells, any surgery of this kind will be strictly prohibited.

Alive persons will also have the possibility to donate their organs, tissues and cells in case it is determined that they will not be found at the dead persons for a patient. The volunteer donors will have to fill in a special form in which they will confirm their approval and will pass a series of medical control operations before donating organs, in order for the doctors to be sure that they are healthy. They will be explained from the beginning some possible consequences which may appear further on.

The law prohibits volunteer donors to receive money for the organs, tissues and donated cells. The unique sums of money which they will be permitted to be pad will be meant for the compensation of loss of the temporary work capacity or the ones necessary for following a course of rehabilitation after the surgery.

The document also contains a series of other important items, which remove any suspicions existent at present as far as the transplant of organs, tissues and cells is concerned. Undoubtedly, by adopting this Law, a great step has been made in this field.

HE DAY OF KIDNEYS
Except the adoption of this Law, the authorities have established that, this year, the day of March 13th, will be called in Moldova the Day of Kidneys. In the world, this day is marked for the third time, and in Moldova, it will be marked for the second one. This day takes place the second Thursday of March each year. The actions which will refer to the fight against renal diseases, will be held on the whole territory of the republic. The organizers will be the Ministry of Health Care, the Renal Foundation and the Association of Recipients of Transplanted Organs.

In general, the institution of the International Kidney’s Day is a join initiative of the International Nefrological Society, and of the International Federation of the Renal Fund. The aim of this day is to increase the degree of information of the society about the important of kidneys, risks of falling ill and methods of treatment.

The year 2008 will pass under the sign of importance of measures of prophylaxis – meetings with patients and doctors will be held in the whole republic.

THE TRANSPLANT, MORE EFFICIENT THAN THE HAEMODIALYSIS

Official statistics show that, at the beginning of the year 2008, 295 patients with renal diseases needed haemodialysis and 32 patients – surgeries of transplant.

Doctors assert that the renal transplant is more expensive in the first year than haemodialysis. Beginning with the second year, it is much cheaper which permits to take new patients for dialysis. So, the benefit for the state budget is obvious, given the fact that not all patients who need treatment of replacement are taken for dialysis. The reason is the lack of equipment of haemodialysis, which is very expensive.

The officials and doctors hope that the regulation of this domain at a European level, but the measures of raising people’s awareness will also have good effects and will improve the current situation. // DECA-Press
