Chisinau City Hall’s accounts remain blocked

The accounts of the Chisinau City Hall are still blocked. Therefore, 22 subdivisions of the City Hall, City Council and municipal companies cannot make transfers or payments.

At Monday’s meeting of the City Hall, Maria Caraus, the head of the General Finance Division, said that the local authorities last week submitted a debt rescheduling timetable to Termocom SA, committing themselves to paying all the debts until April. She said that last week the municipal authorities paid 15 million lei to Termocom and the debts now total 125 million lei.

A number of division heads said that they accumulate debts towards the power and heat suppliers and other service providers because they cannot perform financial operations.

Deputy mayor Mihai Furtuna said that the decision to block the municipal accounts is illegal and aimed at intimidating the local authorities. He also said that the way in which the law officers order the distribution of dwellings to civil servants is also illegal as the law does not allow transferring the apartments, but only leasing them.

Diana Gurschi, the head of the Legal Assistance Division, said that the Enforcement Department ordered that several apartments in a block located on Liviu Deleanu Street be sequestrated. An apartment building under construction situated on Nicolae Milescu-Spataru Street was also sequestrated. The apartments in the given building are designed for internally displaced people and are built from resources offered by the EBRD.
