An invalid from Balti is born, according to his documents, at the age of... 29 years old
A young man with locomotion dissabilities from Balti appeared on the data base of Republic of Moldova only after his 29th anniversary. Since he didn't have an ID, he couldn't be provided the required medical assistance and allowance from the state, DECA-press Agency transmits.
Mihail Colisari was born 29 years ago, in Ukraine, but he has been living in Balti for 27 years. Two years ago, a decision of the Law Court of Balti certified his existance. This fact permitted the creation of a Birth Certificate. There were no documents certifying his existence in Republic of Moldova or in any other state so far.
„Misa was brn healthy in Ukraine, but when he was at the Maternity Hall, he fell on the floor because of a nurse's ignorance. We came to Moldova because I heard that in the village of Obreja cures those who cannot walk. Despite the fact he was two years old, Mihail could not talk. After the woman from Obreja made him talk, we stayed in Balti in order to be closer to the healer. In Ukraine, we didn't manage to make the birth certificate and even obtain a document for him”, the young man's mother, Ana Colisari, says.
His mother and son suffered a lot because of the lack of documents.
Mihail retells that he was received at school because of mercy. Even if I cannot walk without a wheel chair, doctors haven't given me an invalidity group. And I didn't receive any allowance from the state. Last time when I stayed in the hospital was 15 years ago. After that, nobody wanted to take me to hospital because I didn't have any document”, Mihail says.
The president of the organization „Stoicii” from Balti, Olesea Topal, asserts that she assumed the responsibility to go to the local civil servants, because the young man's mother is 64 years old and has lost any hope that her son will ever have documents. Due to his efforts to reach the authorities, Mihail Colisari is going to receive an ID card.
The local authorities haven't given them any assurance that they would make some re-assessment to pay the young man the allowance which he had to receive so far. // DECA-Press
